The "Per" really does mean do it when you're ready. But people also tend to stay motivated when they have others to rely upon, hence the "let's do it all alone but together" approach.

For me the "Per" is less about being strictly personal and more about the informalness of it (as opposed to something large and rigorous like NaNo).
